So pick maps people are likely to play :p
Another method is drop the server name into the shoutbox or get friends to join the server for a bit. Anybody who not worked out the common sense route should find this helpful.
I had my own server for several months. Basically just what I liked playing, RUSH all the B2K maps and a few other great ones. First couple of weeks I had to get it started with a few friends every day but after that enough regulars had Favorited because my server was a no kick server.
If you want to have a server and for it to be successful, don't power trip and kick everyone thats better than you.
