Yes I believe Enstones menu for bo2 does remote recoveries aka can rank anybody up in your game. I could be wrong though.

So far only destiny (enstone's menu) has remote recovery. It lack unlocks tho

You can derank/prestige master anybody in your lobby using Enstone's menu. You can't set the level or unlocks, but good luck trying to get a lobby started considering the amount of dedicated servers.
