Hmm... Let me guess he is a level 1 whatever prestige with billions of cod points.
Solution: Tell him to kill himself exactly 22 times. No more, No less.

his level 1 prestige 4 (?) and the xp wont stick at all. i hacked another guy from lvl34 prestige 0 to prestige 14 with no problem.
So if he kills himself 22 he will go up in lvl and the xp will stick? earlier he didnt go up in lvl

Here is what might be happening, he is not getting host even after killing himself. He needs to get host and backout in order to stick the xp.
