A jailbreak is required. (Assuming you have one) You download GSC studio or use the gsc injector sprx (if you're on dex) and download your desired mod menu. Connect using CCAPI or Tmapi (if you're on dex) and click editor then inject compiled script project. Drag and drop the maps folder of the mod menu in to that little box that has just popped up and click inject list.
