You'll need to learn how to code, for starters I think C# is the best.

Good non-host menu's are coded in C++, if you want a fast and reliable menu you would have to learn C++ and code prx.

C++ is hard to code, there are youtube videos on bases etc I recommend looking at them so you can see what they do and can be easily guided through the steps.
