To have mods,You need a jailbroken ps3.

You need a piece of hardware called an e3 flasher to flash the ps3 to 3.55. Then again all consoles cantbe downhraded.

The cost up to $100, I recommend just buying a console pre modded because it is hard to flash the ps3.

Pre Modded Consoles cost up to $300, you can find one with a smaller hdd for $200.
