They could add it in but the reason they don't is because they want to focus on PS4/XB1 like they said, but it is possible to run all that on PS3/XB360 but yeah xD

Wouldn't be surprised if they did this so they could push more DLC out for the older consoles. They probably thought no one would really play the campaign anyways on the older systems so they just removed the assets to make room for DLC stuff.
