If you watch the killcam (I think you can skip during the middle of it) and let it take you to spectate, everyone you spectate will have you killer's (guy in killcam) perks.
Obviously not game ruining, just a little annoying :/

yeah I got pissed one time because some guy kept reloading faster than normal (SoH) but he had a silencer and red dot (Warlord). I was like wtf is happening! HOW DID HE DO THAT? ahhaha
