It was most likely supposed to have the same function as the perk Bandolier from Call of Duty 4 and World at War, increasing the player's reserve ammunition. It could also have had a similar effect to the other cut Perk-A-Cola Amm-O-Matic, refilling a player's ammunition or give the player burning flame rounds, that burn zombies, like the M2 Flamethrower.

This actually is a cool story. I've always had in mind a perk that gives you ammo for whatever gun you're holding, or something in between those lines

Incendiary rounds would be bad-ass.
