No, that's because of either lag, or because they are going to run into that spot, and you fire when they are there.
If a player was running, you place it a bit infront if him, so that when he is in that spot, you can shoot and kill him. The bullet are instant, the second you shoot, the bullet registers.

Actually he shot more after he killed him, so when he skipped killcam he was there in time for the bullets
