I figured it by thinking of this.When i was in a modded lobby in xbox 360 the challenges got them all but the 10th prestige spinning skull emblem didn't show up so I paid into another modded lobby with the 10th prestige spinning skull emblem included and it came by modding

So people dont waste you're own time to think how to get it because even i tried to mod it on ps3 and it is unknown (picture couldn't be taken)

This is so not true. I have a couple split-screen accounts that have the spinning emblem on them (by a hack), but i just did a complete all challenges hack. On other accounts I did an unlock-all and didn't get it. This means that there is either a hidden challenge or a certain type of challenge to get it.
