to give ur xp boost to a clan u have to join the clan and then the clan will have the xp boost but it has to be the first clan u join

your clan gets the XP automaticly when you join it if you are a founder and if it's the first clan you join.

you get asked like i did if you decline it, it'll ask you on the next clan you join

As Lew said, As soon as you join you're giving the option to accept or decline.

Yes it does it does not give you a choice. The first clan you join it gives you a message like "The first clan you join will use your 500xp for being a founder." Then it gives you two options, Continue or Cancel and you obviously clicked Continue.
