XBOX has already been fully modded. Just go onto hacking forums and see how people are paying to get max prestige level 70 with ALL gold guns.
It's just hasn't been released publicly YET.

Xbox, he is using an XDK console, and simply just running a xp dvar. The name, with an xdk can just be changed when ever you want. Probably just a simple script in mw3.
This is how that MW3Recoveries does it.
