I think it's just the PS4 controllers, the vibration on mine is exactly the same, sometimes I can't even notice that it's vibrating...

DUALSHOCK 4′s multiple vibration motors give PS4 games a greater degree of expression and immersion. "
I know that doesn't really answer your question but perhaps it's up to devs to make better use of it? I thought the rumble during Playroom was good enough personally.



Also, in the 1.70 patch there was a glitch to do with the vibration of the DS4 controller.
