How do you get banned for wasting 89$? I wasted over 100$ before on PSN. In addition, getting yourself unbanned isn't possible. There isn't no tool, or method to get unbanned. Only best choice you have is call up Sony Playstation, and talk to them about your situation. They'll see what you did to get banned, and whether or not to unban you.

If your account or console is banned game over. You will need to make a new account or buy a new console depending on the severity.
