There isnt any software for ps4

You could try and use UDP Unicorn. I don't know if that still works with the ports or PS4. You'll probably have to be host though with a good stable connection, should work.

Edit: If you have bad connection, you'll be lagging yourself instead of them lmfao so yeah.

Use your cellphones personal hotspot. Once u want the lag to start dial any random non existing number, end the call b4 to long or everyone would just lose connection instead of lag. Y lag ppl anyways?
