STEAM not responding

everytime i try to load up steam it just tries to log on and crashes and says its not responding.... ive re installed twice and even made a new account i think its to do with me connecting to the servers or some shit im not sure but i need help :/

Try deleting everything in the steam folder (Program files i believe) except steam apps and steam.exe (the application file) relaunch steam, you will need to sign into your account again and it should reload everything again.

Quote back if it doesn't work, I have a feeling that I will be up later and may be of assistance. Make sure to close steam fully first.

I just deleted everything and it didnt work so i did it again but restarted my pc then installed steam and it worked but im never exiting steam now incase it does it again haha
