I have restarted my computer as well as re downloaded windows and tried to sign into a new account. Any help is appreciated, Thanks!

Have you tried making sure your firewall/virus protection hasn't blocked skype?

try these other soulotions and get back to me.
1. look for updates
2. try uninstalling/re-installing

and are you using the desktop version of skype or the webstore version?
