    UPDATE: a program you can use for this is manycam just google it.
    Also, try to use a proxy while doing this because they can report you.
    Ok, people aren't doing this right so i decided for a better tut.
    Open your manycam and go to 1sources, then click 2desktop the 3custom desktop numbers are in the picture for better instruction.

    then open a new window with the beiber gif.
    select the gif as the custom desktop
    there your done, now you can suit your needs.
