you can't get 2010,2009 or 2008 birthday cars as you can't sign up for psn with a date of birth in those years, i'm not sure what the latest year you can do is though.

just make a japanese main account (hong kong for english)

then a subaccount with a year you want(2000-2010) on that main account

I know but I can't get it to work it always says something about parental lock.

I just did a 2010 gift card and it is a pain in the ass to do..Took me about 30 minutes..But I finally did it after change all the parental settings

SO go to your main account and in the playstation network part, go to account settings click on that and go to sub account settings.. =)
