No need for this, you can use your rank 10 profile, re-sign it using bruteforce, then you can use it on all ur accounts, instead of a modder giving u rank 10.

Would deleting my game saves from GTA IV then using XPLODER to assign somebody else's rank 10 save work?

Yes. Or you can just unlock it to work on all profiles then send them out to friends.
