I love how they have a hard time going up a hill xD It always makes me laugh to see the pedestrian cars flip me off as I'm redlining attempting to get up a hill.

Updated the thread with the spawn location. And yes but no appearance mods, they spawn with/without the surf board and can't be changed at LSC.
