This is not something they would plan that far ahead and it's kinda rediculous that you thought of that. I'm pretty sure it's just a reference to San Andreas with a random flight cost. For all we know the airport could've been the first area created in GTA IV a while ago before any thoughts of GTA V or GTA V's story. You have to take in account the development time of GTA IV too.

On topic... I doubt its going to be Sept 23 since their releasing more info on GTA V in a couple of weeks.

My Trustworthy source it'll be released on 23.5.2013 =)

The game will not release this year and probably will not till around june july next year!
