I know very little about PS3, but from my brief understanding most mod menus are ran inside of a sprx. Unfortunately those don't exist on PC. For the sake of the PC argument, and the true meaning of what a modification is in the realm of GTA, I don't think you'll see big time modders releasing cheat menus. If some were to be created however, I believe that it would have to be done inside some of the rpf files.

As it stands right now, Rockstar did a pretty good job securing game files to prevent people from doing no good or ill intent as we've seen on the console version of the game.

The equivalent of an sprx on pc is a dll file.

They really didn't do much of anything to prevent modifications to the game's process directly (no anti-cheat or anything afaik.)

I've already reversed a handful of classes/structs relating to players, and script related stuff. I'll have cheats for the game once I get off my lazy ass and finish.
