Those aren't called user-titles; user-titles are what go under the members name or somewhere in the postbit where the forum admin places it. The images you are looking for are called user ranks. You normally download them in Rank Packs.

A good place to find them is adminextra.com, you can also just Google "forum rank icons" and more sites will appear.
