The rocket car sold by warstock can reach the highest speeds, but only in bursts. Highest top speed, I think is still the X80. It was fastest upon its release, but something might have dethroned it.

But I was in a race online and I have the re7b maxed out with the stock tires which gives the highest top speed for the car, and I got SMOKED by the Nero custom but I was blazing by all the other cars. I simply could not catch up to the Nero but no other cars could catch up to me
