so before you start reading im willing to pay for your work if you can make this mod. might be easy to add to as script since might be harder as sprx according to makers of serendity.
im thinking you could be added to script menus as new menu or added to a menu but i assume making new would be easiest.
this mod can just be basic:
cars pull over and stop
can issue tickets
money accepted after writing tickets
request backup/ambulance/firetruck/towtruck/coronor
able to have partner
arrest and detain as well as prisoner drop off
able to create roadblocks and use spike strips
setup speed traps/bait car
hope you get this working online too
i hope not too much as most i guess be not to hard.

Added DOA ped model
Changed FIB model to one compatible with first person view
Player is now equipped with a stun gun
The player's vehicle will no longer despawn
The sheriff/FIB interiors will now always be loaded

Artificial intelligence enhancements
Suspect blips are now properly removed

Suspects no longer reverse after being released
Suspects can resist by driving away at multiple points now
Added the ability to ask for the driver's ID
Added ambient hand-on-holster animation during menu interaction
Fixed conflicts with siren muting
Fixed interaction menu conflicts

Multiple improvements/fixes to armed suspects
The special variant of the armed suspects call is less frequent
Added dispatch audio for all callouts
Improved callout notification display
Police Backup
Units will now spawn in better locations
Added State Patrol Units with response type Code 2
Added dispatch audio for all units
NOOSE Air Support Units are much more lethal
Improved controller compatibility for backup menu

Added 'Radio' sub-menu, giving access to police radio features
