Dynamic means your IP can change from time to time if you refresh it. Like KL9 stated, unplug your router COMPLETELY. Keep it off for 5-30 minutes and re-plug it in. If that doesn't work, leave it off overnight, and it should be changed.

When you're talking about DHCP, all that does is if you install the DHCP Server, it gives every device on that certain network its own Internet Protocol Address.

You're probably talking about DHCP in this way which you can read here: You must login or register to view this content.

If you have a dynamic IP, then you can do a few things:
You can go to your router homepage in your browser, go to mac address and spoof it by changing the last 2 digits and saving it. Reset your modem and you should have a new IP.
If you cannot access the internet after that, go back to your router homepage in your browser, go to mac address and select option "clone" or change your mac back to your original. Restart your modem. You will still be given a new IP, and will be able to access the internet.
or
You can shut off every device connected to your internet, and unplug your modem/router and leave it powered off for (they say 5 minutes to 24hours) and you will be given a new IP after reconnecting.
or
You can call your ISP and ask them to change it. If they ask why you need it changed? idk...

If you have a static IP, you'll have to:
Try calling your ISP and asking them to change it..
or
Wait it out.
