ive seen that it can be done on iphone 4 but nothing about 4s as i need to hackactivate and unlock!

You cannot jailbreak IOS 6.1.3 yet only 6.1.2 and below can be

No. The point being is 6.1.3 didn't bring anything new to the table. It just patched the exploit of jailbreaking. Also, you cannot unlock your device via jailbreaking. Never update unless you know there is a jailbreak for your iDevice.

i had to do a restore on it thats y it updated

As for unlocking you could always ask Chronic as he has done hundreds and hundreds (obviously for a price)

also you can follow his twitter or DM him there and he may be able to help you mroe before you even think about doing an unlock and seeing what networks he can do. I no that he is far cheaper than most other places to unlock as they cost a fortune.

As for the iOS 6.1.3 Jailbreak here is the link to evad3rs website that cannot jailbreak iOS 6.1.3 yet but can with iOS 6.1.1 and 6.1.2
