IPhone 4 has a much slower processor than the newer devices, and therefor cannot handle the loads the same way. The "lag" that you are seeing is the phones inability to keep up with the demands of the operating system. Thing od it as running windows 7 on a 1Ghz processor with 500 MB of ram, its the pretty well the same concept. I have a 5S and 4S, and it is astounding how much faster the 5S can complete processes and run the OS compared to the 4S. I wouldnt say the S is laggy, however more sluggish. the IPhone 4 has yet an older processor, causing it to have issues.

Update too iOS 7.1 it's fixed the lag in older devices but mostly for the iPhone 4 if your jailbroken you may have too wait though!
