Of course there will be. Teams are always working on jailbreaking iOS, and I believe there's already a team working on a 9.2.1 - 9.3 jailbreak. It just won't be released until 9.3 is. :p

I don't know man. I mean we haven't heard of any progress from the teams lately, I think that they are trying to crack some of the 9.3 beta stages and get ready for the official release of 9.3, until then they might not have a jailbreak but ya never know, they may progress from there.

Every 9.3 beta has been JB so far apart from the latest one that came out the other day, who know it might have been, we just gottta wait till next week when 9.3 is out for everyone

Can you tell me how to update to IOS 9.3?

Its only in beta atm the full 9.3 should be out next week seeing Apple is holding an event for new 4inch iPhone and new iPad so its best to wait a week and get the full thing once its out
