You need to format your USB drive to FAT32, then create a folder named PS3 in the root of the USB, then create a folder SAVEDATA inside that folder.
Put your resigned save inside SAVEDATA, then the PS3 would pick it up.
PS3 -> SAVEDATA -> resigned saves
