Number one is the command, /tell .

Number two is the player's name. In this case, I'm a conceited bitch and whispering myself.

Number three is the message.

If you do it correctly, it should look like this, minus the different name and message, and texture pack:

Not really. Different servers have different plugins. The most common is /msg for messaging.

Well, you are slightly wrong there. This is the command built in to Minecraft, if I know correctly. Quote me if I'm wrong, but EVERY server can use /tell unless they blocked it, or changed it. :]
