After all that occurred recently, Sony has now met their word and launched the ‘Welcome back’ program. Gamers who have created their accounts before April 20th are eligible to claim a series of different FREE games. Two PSN games can be chosen from a list of five, and two PSP games can be chosen from a separate list of four.

To access your freebies, simply head to the PlayStation Store. There, at the top of the list on the left side of the Store's front page, you'll see "Welcome Back" clear as day. Click on each of the four "Free Game" icons and claim whatever titles you choose.

I tried going into the PS Store like 10 minuites ago, it wouldn't let me
I've been seeing many reports of this in the shoutbox as well. An educated guess would be perhaps due to traffic, the store is experiencing some problems.
