Agreed. if he had used visual studio for more then one week "by the looks of this" he would have figured that once you hit build in the studio a stand alone .exe of the tool is created in the projects source directory folder. Here he used a option called "publish" this is mainly NEVER used as 3rd party installers are much more custom-sizable such as install shield but in this case who needs to install a tool like this is 100% right. I have only ever used and installer for one project and it was a paid project for a company.
This is a dead giveaway he's very new to visual studio. Absolutely no logical reason for this release...
