Valve has decided to change the policy pertaining to items being lost in trade scams.

Moving forward, Valve is no longer going to give back lost items in trade scams. The Frequently Asked Questions has been updated to reflect on this change stating:

According to Valve, giving users back their lost items had an effect on the value of these items on the market, which is one of the reasons for the change.
