how much fps are you hitting ?

there are a couple of scripts on gta5mods.com that can help with that and also your CPU isnt that great, but your gpu should be able to run it fine

Turn off MSAA completely, and turn your Shadow Quality to High.

First and foremost, what are you in-game video settings? And do you know exactly how much FPS you're getting? There are a plethora of reasons why you could be experiencing a bad frame rate.

Haxor!
Tbh GTA is a game that demands a good combo of CPU & GPU, otherwise you end up getting FPS spikes. Even myself, with a i7 4790K & and a 1070 i get frame droppage here and there. Idk if that's something to do with my actual game or just my setup but yeah.

There are programs out there that have fps counters in them. I personally use MSI Afterburner + Rivatuner. There's a couple videos showing how to do it. When someone says that they play Far Cry 3 on high settings just means that they are using higher quality video settings etc.

Steam also has an inbuilt FPS counter. Just enable the setting under interface on the client.

Your CPU is really bottlenecking that GPU. You should look at getting it upgraded...
