No, the best way to put it. The unbanners "spoof" the banned ConID with a new unbanned one. You need to run the app and respoof it after every restart. To run the app, you must have CFW. So no, it wouldn't work that way

My Story On How I Got Banned:
I was trying to get a backup, and someone said they could do it for me... and when I got on my PS3, it was Console Banned. :sad:

You could use PSIDPatcher which require's you to get a flash dump, then perm changing the CID, then reflashing, however you would need to dissassemble and use a hardware flasher

This isn't the patcher, and modify's the flash however like I said you would need to take apart your PS3 and then dump your NOR/NAND Flash like the E3 Flasher, then using the windows program to edit the flash then reflashing your PS3, that will you never have to get on CFW.
