What you got to do is go to settings > PSN > Privacy Settings > Put your password > connecting with friends and enable Players You May Know with Close friends to friend. The more people you have added, the more friend requests you can get.
I'm trying to get 2,000 friends just to test out whether or not the PSN friend list is stable and I get to play with new people every time instead of just meeting the same old people.
Also useful if you want to advertise and such :p.

Good luck when you get bored of having 2000 friends and when Sony puts out the friends online notification

Not unless you disable notification, which I always disabled it lol.

Make sure your privacy setting isn't on (where people can't add you and such).
