You dont need a launch fix. I've modded the game using a debug eboot and tmapi. I just haven't played the game in a while so I might have given you the wrong one.
That, or its because my eboot is for BLES and you have BLUS?

Region or he might just need to jump into Multiman and have that fix the EBOOT.

Go into dev_hdd0/game/BLUS30418/USRDIR and take the RDR2.self and decrypt it to an .elf file, then change that to the main eboot(make_fself.exe RDR2.elf EBOOT.BIN), but leave the original RDR2.self there.

the debug that Dro gave me brings me back to the XMB like how GTA does without the launch fix. and knowing how GTA is with the region shit pretty sure it would be the same maybe?
