Wouldn't you just plug your USB into your computer, right click it in explorer and click format? That's how I've always done it. But Multiman can read NTFS

Select This PC, right click on the USB device you want to convert and select format.
Under File system there is a pull down menu, select FAT32 and click on start.
That’s all there is to it, now your USB device is formatted to FAT32 and your PS3 can read and write to it.

I tried that a while ago. Only options are NTFS and exFAT.

That’s odd, is your USB device 2.0? Because PS3 won’t take 3.0.
Or sometimes a USB splitter connected to PS3 can also cause problems.

I used this USB on my Playstation before. I had to format of a class of mine and now I can't format it back. I also don't want to use 3rd party softwares either.

Did you try to use another USB device? I ask this because USB devices do degrade, happened to me before. Especially when changing between different computers, can render them useless.
Might be worth to try another just to be sure, rule things out.
