If im not mistaken thats an error with his IP. Ask him to reset his router then try again.

Yes your IP was blacklisted... Need to restart your internet modem. If that's doesn't work you need to run a VPN on a virtual WiFi connection. Should fix problem with that error code.

A good free one is HotSpot Shield he just needs a laptop and an ethernet cable. There are quite a few tutorials on how to connect your PS3 through a VPN. Some can also protect against DDoS attacks but free ones may restrict your bandwidth so it is better to pay for one.

Cyber ghost is free... Also after running a VPN connection download wifi connectify. It's a virtual WiFi hotspot you create which In turn you host a SSID through the VPN connection which will change your IP so the Ps3 can get online again.
