So yeah, I know BrinkerzHD made a tutorial but some people, like myself, got stuck on his firmware.

I found a way to get around it if you got stuck on the 4.21 firmware as well

PLEASE NOTE: THIS WILL NOT WORK IF YOU'RE ON OFW. DO NOT ATTEMPT IT. CFW USERS ONLY!!

Requirements:

4.21 to 3.55 PUP (Get from BrinkerzHD's post You must login or register to view this content.)

Toggle_QA.pkg (Also get from BrinkerzHD's post You must login or register to view this content.)

Rebug 999 downgrader (found on rebug.me)

Okay! Lets start!

Now download the 4.21to3.55 PUP file, and put it in the correct folders

Remember to rename it to PS3UPDAT.PUP

Go install it on to your PS3 and go back to your PC

Now download the QA pkg.

Put on the ROOT of your flash drive.

Install via Install Package Files.

Run the PKG and if its done correctly it should bring you back to the XMB

to check if your QA is enabled, go to network settings, (dont open it, just hover.)

Hold the Buttons L1, R1, L2, R2, DPAD_DOWN, L3

If QA is enabled you should see install package files, debug settings, and edy viewer

(Currently, I do not know if its normal for it to stick with you even when on 3.55 ofw. I was on 3.55 ofw and it was still there.)

Now, download the 999 downgrader and it will install! from there you're on rebug 3.55.4 and then you can go back to any 3.55 firmware you please.

(sorry about the bad tutorial. I'm not good at this.)
