Im not sure anymore where cobra ODE's are now as far is in development i hear you can run homebrew on them now, but if not no you cannot mod gta online with Cobra ODE.

Can i install multimen or can i remove cobra and do something else so i can mod ?

No Cobra ODE is not a cfw it is hardware installed on ps3 motherboard to run iso/back up games.
