Are you saying your console is banned?

I don't know what you mean by banned you from making a new user but anyways if you want to make a new account go to Sonys site and make the account there then go on your PS3 and add a new User then go to PSN and select Existing Account and enter the login info and there you go. What's probably happening is your PS3 has used up all the spots it has to add and make new accounts, i think it's 60 something not sure but once that happens the only way to make and add new accounts on your PS3 is to reset back to factory so i just make the accounts on Sonys site as i too had that problem.

If it days your system is banned when you try signing into PSN you need to buy a new CID. Unfortunately the selling of CID's is NOT allowed on NGU so you'll have to google where to buy one from.
