Cant you just edit the windows hosts file to say 127.0.0.1?

To create a CA do you need to be on linux? Everything i have found about creating a CA on windows 7 says you have to submit it to Microsoft.. Now I'm not a big fan of sending Microsoft anything .
I am not looking for a step by step tutorial. i would rather learn on my own so i know how to do it, but if someone could let me know if it could be done and maybe point me in the right direction that would be awesome. I will continue to search and will edit if i find anything, just hoping for a helping hand in my learning process :bro:
There is a tool called OpenSSL. Its packed with ex. Cygwin or XAMPP. When you opened it use these commands to generate the certificate.
genrsa -des3 -out server.key 1024
req -new -key server.key -out server.csr
x509 -req -days 365 -in server.csr -signkey server.key -out server.crt
When you are done the certificate should be in the home (cygwin) or bin (XAMPP) folder.
