In assuming you're already Jailbroken...
Find the code of the PKG you were trying to install.. e.g BCES01007
Once you find the BLES/BLUS code of the PKG open up Comgenies file manager OR PS3 FTP and delete the folder in Dev_hdd0 with the same BLES/BLUS code.
Once deleted, Restart your PS3 and the Icon should be gone.
