For wired connection, also if your having problems scroll down and tells you the problems causing it

PC + PS3 connected to router with Ethernet cable
-np environment : np
-Release Check Mode: Development Mode
-Boot Mode: System Software Mode
-Network Settings for Debug : Single Setting

Issues causing Not connecting/found with TMAPI

[Check Hdd_0 --> game_debug in filezilla, delete everything in there even core files and settings folder

Repair SNSYSTEMS by opening the target manager installer

If you still have to connect Ethernet cable from PC to PS3 then that's NOT wireless at all. Wireless would've been connecting to/with TMAPI without having to connect Ethernet cable. I came here expecting that it was that but sadly not the case. I use a modem and sometimes use the laptop as a hotspot for the PS3 whenever I use RTM with CCAPI and it works great. However with TMAPI it just doesn't, I don't understand why and I'm on DEX.

If I'm right, doesn't this not allow tools to attach if using Dual Settings?

Tools won't attach if using Dual Settings? Mine was on Dual Settings and used to work with CCAPI (didn't test TMAPI) and it worked. I switched it (can't remember why) to Single Settings and they still work.

Yes Ccapi will work, but I'm speaking in TMAPI terms. I believe games won't attach if set to Dual.
