I believe you have to buy it in the PSN store.

When you log onto PSN on a PS Vita, you get like 5-10 more colors than the PSN on the PS3 does. If you change it on the PS Vita, it'll change on your PS3. But the colors don't transfer. Every time you want to use one the colors on the PS Vita, you have to change it from the PS Vita.
