Bruteforce was supposed to be able to retrieve IDs but it has been confirmed not to do so.

This guy is selling 2 console id's apparently. When asked to verify the ID he told me he'd give me one to verify then I buy him Elite then he'd give me the next. When I asked him to verify both he then said he didn't have the second one it's on his pc and I wouldn't be able to get it till tomorrow because he has homework, sleep then school tomorrow. Wouldn't advise doing any trading with this guy.

I think the only way to get a console id from OFW 4.31 is with a hardware flasher. At least until someone figures out how to do it another way.
